Summary
Avangrid companies New York State Electric & Gas (NYSEG) and Rochester Gas & Electric (RG&E) partnered with NTT DATA to use New York’s Integrated Energy Data Resource (IEDR) mandate as a catalyst for enterprise data modernization. Together, we delivered a secure, cloud-native energy data foundation on Microsoft Azure that ingests, validates and analyzes billions of records — supporting on-time dataset delivery today and scalable growth for future regulatory and business needs.
Business need
Turning integrated IEDR into a strategic advantage
New York State’s IEDR Program is transforming how utility providers collect, integrate and share energy data across the state. Led by the New York Public Service Commission and the New York State Energy Research and Development Authority (NYSERDA), the initiative requires utility companies to securely manage large volumes of electric and gas data to support cleaner, more resilient and more affordable energy systems.
For Avangrid companies, New York State Electric & Gas (NYSEG) and Rochester Gas & Electric (RG&E), the initiative created operational and strategic challenges. The organization needed to integrate data from multiple systems, strengthen governance and security controls, and deliver accurate datasets on a fixed timeline. The companies also wanted to establish a scalable data foundation that could keep up with future regulatory requirements and evolving demands for analytics.
Avangrid engaged NTT DATA to use the IEDR initiative as a catalyst for broader enterprise data modernization and democratization. The goal was to achieve compliance and create a future-ready platform capable of supporting faster decision-making, stronger governance and long-term business value.
The IEDR program represented more than a regulatory milestone for Avangrid — it was an opportunity to strengthen our data foundation and support New York’s clean energy ambitions. Partnering with NTT DATA enabled us to deliver securely on time and at scale, while building capabilities that position us for the future.”
Solution
Building a secure Azure-based energy data platform
NTT DATA partnered with NYSEG and RG&E to design and implement an enterprise-grade Integrated Energy Data Management platform. It follows the complete IEDR lifecycle from data discovery and ingestion to transformation, validation and secure delivery.
Built on Microsoft Azure, the cloud-native platform uses Azure Synapse Analytics to collect, process and analyze billions of records across multiple systems. This enables NYSEG and RG&E to create trusted datasets and improve data accessibility internally and to external stakeholders.
Integrated validation provides accurate, standardized data , while governance and security capabilities protect sensitive information and streamline delivery processes.
The solution was designed with scalability in mind. Beyond supporting current regulatory requirements, the architecture can accommodate increasing data volumes, adapt to future reporting obligations and incorporate new analytical use cases without significant redesign.
Throughout the engagement, NTT DATA worked closely with teams from NYSEG and RG&E to maintain disciplined delivery, align with project timelines and enable the platform to operate reliably at scale with the flexibility to meet future business needs.
IEDR presented a unique challenge to deliver large quantities of complex data, spanning multiple systems input streams, and a robust delivery specification network. NTT DATA was imperative to our data quality and data structuring model. Their work enabled us to deliver results to NYSERDA with accuracy, precision and confidence in our internal process.”
Outcomes
Delivering scalable and future-ready energy data
The initiative provided benefits that stretched beyond regulatory compliance. NYSEG and RG&E can now provide all required IEDR datasets on time and meet high quality standards. This strengthens Avangrid’s position as a trusted partner for regulators and stakeholders. The project also improved enterprise-wide data governance by standardizing quality controls, increasing transparency and reducing manual data preparation efforts. As a result, operational efficiency improved and the organization improved its readiness for future programs that require similar rigor and repeatability.
By contributing integrated, high-quality datasets to the statewide energy marketplace, NYSEG and RG&E are also helping accelerate clean energy innovation across New York State. Improved access to trusted energy data supports smarter grid planning, more informed investment decisions and faster deployment of distributed energy resources (DER). The scalable cloud-native platform provides Avangrid with a long-term strategic asset that supports compliance and enables enterprise-wide decision-making and future growth.Key outcomes include:
- Smarter grid planning
- New clean energy business models
- Reduced costs for ratepayers and DER developers
- Faster renewable energy deployment
